In the United States they sure can!
According to the state of Georgia's road law, cyclists and motorcyclists are treated exactly like cars are. They can run red lights, fail to stop at stop signs, make illegal u-turns (Bicycles can't do u-turns), anything a car can do wrong. In fact, they can even be caught speeding, but you'd have to be Lance Armstrong to be pedaling over sixty miles an hour on a freeway (or on a motorcycle). I'm pretty certain this applies in the entire nation, as well.
